Prince Harry may be finding a way back to his father, but his relationship with Prince William remains frozen. That contrast makes one royal agreement especially notable.Harry's return to England has highlighted the sharp difference between his ties with King Charles III and Prince William. One issue, however, puts the King and his heir firmly on the same side.

Prince Harry and Meghan Markle returned to England on August 26, 2026, shortly after revealing plans to establish a non-royal home base in the U.K., according to People.
Harry, 42, and Meghan, 45, stepped away from their roles as working royals in 2020 and later settled in Montecito, California. They returned to Britain with their children, Prince Archie and Princess Lilibet.
The visit comes as Harry's relationships with his father and older brother have taken noticeably different directions.

Harry Has Met With Charles But Still Isn't Speaking With William
Harry's recent contact with King Charles, 77, included a July meeting at Highgrove with the monarch and Queen Camilla.
No comparable contact has taken place between Harry and William, 44. The magazine reported that the brothers remain estranged and are not communicating directly.

The difference between those two relationships has not, however, created a split between Charles and William over Harry and Meghan's position in relation to the monarchy.
Royal author Russell Myers addressed where the King and the Prince of Wales stand as Harry follows a different path outside the working royal family.

"The King and William are completely united on the Sussexes not representing the royal family," Russell told the outlet. Russell left little room for uncertainty about the extent of that agreement: "It's without a doubt how in sync they are on this matter."
William Separates Charles' Relationship With Harry From His Own
Charles' renewed contact with Harry also appears to operate separately from William's relationship with his younger brother.
Since Harry and Meghan arrived in Britain, Charles and Harry have spoken at least once, although they have not met in person during that period. No reconciliation between the brothers has been reported.
Russell described William as treating his father's dealings with Harry as Charles' decision while setting a different course for himself.

"William's view is clear - any relationship his father has with Harry or the Sussexes as a family is entirely up to him," Russell said. "But looking toward the future, he will have no relationship with them, in a working or private capacity whatsoever."
William and Catherine Put Their Focus on Family and Royal Work
Against that backdrop, William and Princess Catherine have continued with their family life and public responsibilities. Royal author Simon Vigar connected their approach to a longstanding philosophy associated with the royal family.

"It is keep calm and carry on. They see it as a sideshow and ancient history," Simon said.
Their September activities included seeing Prince George begin his first year at Eton College. The Prince and Princess of Wales also undertook several royal engagements, including a joint appearance tied to one of William's mental health initiatives on World Suicide Prevention Day.
Ailsa Anderson, who served as press secretary to the late Queen Elizabeth II, discussed how those priorities shape the couple's public focus.

"They are shining a light on things that are important to them," Alisa said. "What they don't want is all this other noise becoming a distraction."
Keeping that focus does not necessarily mean questions about Harry will disappear. Royal historian Amanda Foreman described the pressure she believes Prince William and Catherine will continue to encounter because of the estrangement.

"It will be incredibly draining," Amanda said. "They will always have to look over their shoulders and factor them in. And all they can do is deflect. Yet, they'll get lots of jabs and questions: 'When are you going to make up with your brother?'"
That reported agreement between Charles and William also echoes a more formal step taken by the King, who previously moved to clarify exactly where Harry and Meghan stand in relation to the royal family.
King Charles III Makes His Position Clear
In a notable move, Charles authorized a formal clarification of Harry and Meghan's status following their return to the UK.
According to AP News, the message was sent by the Lord Chamberlain, the most senior official in the royal household, to senior officials across government and the military, as well as Lord Lieutenants, who represent the monarch around the country.
The letter was also sent to Prince Harry's team, according to Palace sources cited by the BBC, and its purpose is remarkably straightforward.
"To help avoid doubt or confusion, The King has directed that (this) information be shared," the letter stated. The key clarification? Harry and Meghan remain non-working members of the Royal Family.

Their return to the UK has not restored the position they held before stepping back from royal duties in 2020. As the letter directly states:
"It is well known that in January 2020 the Duke and Duchess stepped down from undertaking representative duties on behalf of the Sovereign, and are no longer working members of the Royal Family."
No Return to Official Royal Duties
That arrangement, the new communication confirms, is still in force. In practical terms, the Sussexes' move back to Britain does not mean they can once again carry out engagements on the monarch's behalf.
They remain private citizens, and any appearances, projects, or charitable engagements they undertake will be carried out in a private capacity rather than as representatives of the Royal Family.
The letter also reinforces another important restriction dating back to their 2020 departure: Harry and Meghan still cannot use the styles/titles "His Royal Highness" and "Her Royal Highness" in the manner associated with working royal duties.

The King's message effectively reaffirms the arrangement reached when the Sussexes stepped away from official royal life, often referred to as the Sandringham Agreement.
That agreement ruled out the much-discussed "half-in, half-out" model under which Harry and Meghan could have pursued independent commercial ventures while simultaneously continuing as working royals.
Their move from California back to the UK, therefore, has not reopened that door. "The charitable work of the Duke and Duchess is a personal matter for them both and undertaken in their private capacity," the letter explains. That detail could prove particularly important as Harry and Meghan become more visible in Britain again.

Why the Palace Went Public
On the surface, the letter does not announce a new arrangement. Instead, it confirms that the old one has not changed. But the decision to issue the communication, and then allow its contents to become public, is arguably where things become particularly interesting.
AP reported that the move reflects concern among some Palace observers that ambiguity surrounding the Sussexes' position could allow them to appear like a "parallel royal court" competing with working members of the Royal Family.
That possibility becomes more relevant now that Harry and Meghan are once again living in the UK and are expected to make public appearances. Palace sources also suggested that making the letter public was preferable in the interest of transparency rather than allowing its existence or contents to surface later through leaks.

The communication consequently functions as more than a reminder; it draws a visible boundary between the Sussexes' public lives and the work performed on behalf of the King and the monarchy.
The distinction is particularly significant for Lord Lieutenants and government officials, who can be involved when members of the Royal Family visit different parts of the country or undertake official engagements.
For those officials, the message is clear: an appearance by Harry or Meghan should not automatically be treated like an official royal visit.

Their return could make Harry and Meghan increasingly visible in Britain, with Harry expected to continue supporting causes including the Invictus Games. Even so, the King's clarification rules out a revival of the "half-in, half-out" royal arrangement. | Source: Getty Images
The Sussexes Were Surprised by the Timing
While the substance of the letter may not have come as a shock, its arrival did. According to a report in People, Harry and Meghan were "surprised" by the timing of the letter circulated by Buckingham Palace clarifying their non-working royal status.
A spokesperson for the couple told the BBC that they "were a little surprised not to have been told about this in advance."
According to BBC royal correspondent Daniela Relph, the Sussexes' surprise appears to relate to the short amount of notice they received rather than the content of the letter itself. Their team received the document roughly an hour before it was released to the media, and Harry was in a meeting and could not immediately be reached. By the time his representatives were able to contact him, publication was reportedly imminent.
Royal sources offered a different account, however, telling the outlet that Harry and Meghan had been made aware of the letter before it became public. The two sides' recollections of exactly how much notice the Sussexes received appear to differ — but what is not in dispute is that the letter landed squarely in the public domain before the couple had a chance to respond.

Their UK Future Is Private, Not Royal
Harry and Meghan's return nevertheless appears likely to bring them further into Britain's public eye. The couple moved back from California with Archie and Lilibet this summer, and their children are expected to attend school in the UK.
Harry is also expected to continue supporting his charities, including the Invictus Games, which are due to take place in Birmingham next year (2027). Meanwhile, there have been reports that Meghan could consider returning to acting.
Nothing in the King's clarification prevents either of them from pursuing those interests. What it does establish is the capacity in which they will be doing so.
Any charitable, professional, or public-facing work belongs to Harry and Meghan personally and does not carry the authority of the Sovereign or represent the Royal Family. That distinction could shape how their future appearances are organized, received, and presented.
There's Still One Major Unresolved Question
There is another issue surrounding the Sussexes' life in Britain that the letter does not settle: security. Harry has long disputed the level of publicly funded police protection available to him after he and Meghan stopped being working royals.
The newly issued communication makes clear that operational security decisions are not for the Palace to determine. "Any operational security issues should continue to be directed to the relevant police authorities," the message states.

Those decisions fall to the Royal and VIP Executive Committee, commonly known as RAVEC, which determines security arrangements for royals and other public figures. That means Harry's relocation has not, by itself, resolved the security battle that has followed him for years.
The Palace also issued guidance for situations in which government bodies or other official organizations are uncertain about how the Sussexes should be received.

"Any specific questions from official and State organizations about the courtesies which should be extended to the Duke and Duchess, and particularly where recourse to public funds may be required, should be directed to Buckingham Palace," the Lord Chamberlain wrote.
